As of July of 2010 there were 97 countries that were signed into the Montreal Protocol Treaty. A few of these countries include the United States, China, Japan, Korea, Mexico and India. The Montreal Convention was brought into existence basically to take care of the liability to pay families that have had family members be seriously injured or to die while on an airplane. This also covers the liability to airlines for things such as lost baggage.
